The Finnish Parliament approved a reform of gambling legislation in its second reading, paving the way for the launch of a competitive gambling market. After the completion of parliamentary procedures, the legislative package will be sent to the President for approval, formally concluding the legislative phase of the reform.
The new Gambling Act, supported by more than 94% of lawmakers, provides for the launch of a competitive market on July 1, 2027. Licensing and the issuance of permits for operators will begin in March 2026.
Once the law enters into force, supervisory responsibilities will be transferred from the National Police Board to a new National Supervisory Authority, which will be responsible for market regulation. One of the most controversial aspects of the reform was gambling advertising: during the legislative process, revisions were required to ensure that restrictions comply with constitutional norms on freedom of expression and entrepreneurship.
