Georgia is preparing a major reform of its gambling sector aimed at attracting international companies while preventing domestic users from accessing the new platforms.
The relevant bill is currently being considered by the country's parliament. The document provides for the creation of a separate licensing system for operators that will work exclusively with customers outside Georgia.
After obtaining a special license, companies will be allowed to launch online casinos, slot machines, and sports betting platforms. However, only foreign citizens and stateless persons will be permitted to use these services. Access for Georgian citizens will remain blocked.
One of the main advantages of the new framework for international businesses will be a lower tax burden. Foreign operators will pay a 5% tax on gross gaming revenue, while companies serving the Georgian market are currently subject to a 20% rate.
The new licenses are expected to be issued for a five-year term. The annual licensing fee will be 100,000 lari, or approximately $37,800.
